Candonians general welfare prioritize
The much awaited blue print of the Candon City’s Executive Legislative Agenda is out to be implemented to serve the best interest of every Candonians.
The City’s ELA was adoption through Sangguniang Panlungsod Resolution number 13-030 series of 2013 on September 30.
The city’s ELA was formulated in Baguio City on July 13-16 with city officials led by City Mayor Ericson Singson, city department heads, representatives from all sectors from the aligned national government agencies and private sectors were present.
Congressman Eric Singson also attended with Baguio City Mayor Mauricio Domogan coming over to give the welcome remarks.
The highly respected Odette de Guia served as facilitator and moderator of the workshop.
“This is the result of the concerted efforts of all stakeholders who are in one mindset of working in leaping our city to the next level of development and growth,” City Mayor Singson said in his message
He expressed his appreciation to the support of all stakeholders for their support and cooperation to complete the ELA blue print for the city’s guide in the next three years and beyond.
“The wholehearted efforts off all stakeholders and God’s grace are our formula in achieving oru goals. Upliftment of the quality of life of every Candonian is the end result of all our efforts,” City Mayor Singson said
City Vice Mayor Alfonso Singson in his message said he is assuring the legislative branch support to the executive for its projects and programs.
“In our desire to maximize the effective and efficient utilization of government resources through innovative planning, progressing programming and prudent spending, the executive and the legislative branches of the city government have mutually agreed to facilitate the adoption, enactment and implementation of priority and high- impact resolutions and ordinances for the next years,” City Vice Mayor Singson said.
City Vice Mayor Singson heads the legislative branch and serves as the presiding officer of the Sangguniang Panlungsod.
The 122-bound ELA blue print is a planning document that is mutually developed and agrees upon by both the executive and legislative branches of the city government.
It contains the major development thrusts and priorities of both said branches towards the achievement of the vision of the city.
The vision/ mission of the city is “Candon will always be the major commercial center in Southern Ilocos and aims to be a leading economic growth center in the Greater Ilocos Region, with empowered, secured and God- centered people, and effectively guided by dynamic leaders in a sustainable environment to ensure the well- being and socio-economic welfare of Candonians.”
ELA as a process strengthens participation and builds ownership of the city’s plans and projects. It promotes accountability among key officials by engaging them meaningfully in the identification of executive and legislative priorities. It encourages the judicious use of city budget and augments through joint ventures and building partnership among local government, civil society and the private sector.
The city government was very appreciative to the inputs given by Congressman Singson and his assurance of his full support to the ELA output.
Singson, a senior member of the Lower House and Committee on Appropriations Vice Chairman, assured that he go out his way to fund projects and programs of the city.
Candon with about 60, 000 population is the commercial, education and trade center of southern Ilocos Sur.
It is the gateway to Ilocos and Cordillera regions.
The city is well known of its tasty “calamay” (glutinous rice cake) which is its One town One Product (OTOP) and crunchy kornik.
Candon is the country’s biggest producer of Virginia tobacco with more than three million kilos yields annually. (LBJ)
