The Civil Service Commission-Ilocos Sur Field Office awarded the city government of Candon led by City Mayor Ericson Singson for meeting the Maturity Level 2 indicators in the Human Resource Systems and HRMO Competency under the CSC’s program to institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) particularly on two core areas namely Performance Management System (PMS) and Research and Recognition (R&R).
City Mayor Singson, together with other city officials and department heads, received the Certificate of Recognition from CSC- Ilocos Sur Field Office Director II Cecilia Bareng at the City Mayor’s Conference Room, City hall recently.
“We appreciate the recognition. It will serve as added motivation for us to even work harder for the best interest of our clients,” City Mayor Singson said.
The City is one among the six agencies in the province that received the recognition.
The City’s HRM is headed by Doris Manzano.
The program aims to transform the agencies HRM Systems, competences and practices to a level of excellence that fosters good governance.
The PRIME-HRM is a program that integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP).
It is a mechanism to continuously capacitate agencies in the performance of their human resource management functions; recognizes best practices in the various areas of human resource management; and serves as a venue for exchange and development of expertise in human resource management in the Philippine public service.
The program shall cover all national and local government agencies including government-owned and controlled corporations (GOCCs) with original charter and state universities and colleges (SUCs), as well as regional offices of the agencies with existing Regional HR offices/units.
