SUBJECT: FULL DISCLOSURE OF LOCAL BUDGET AND FINANCES, AND BIDS AND PUBLIC OFFERINGS

This is to reiterate that His Excellency President Benigno Aquino III is serious on the government's thrust of Transparency in all public transactions which is implemented by DILG Memorandum Circular No. 2010 - 83, dated August 31, 2010 directing all Local Government Units to post the documents listed below in three (3) conspicuous places within public buildings in the locality, in print media and in the LGU website. In order to avoid sanctions, the concern offices are hereby instructed to post the following documents to ensure full compliance to said directive:

a)      FY 2012 Annual Budget;

b)     Quarterly Statement of Cash Flows;

c)      FY 2010 Statement of Receipts and Expenditures;

d)      FY 2011 Trust Fund (PDAF) Utilization;

e)      FY 2011 SEF Utilization;

f)       FY 2011 20% DF Utilization;

g)      FY 2012 GAD Fund Utilization;

h)      FY 2012 Statement of Debt Service;

i)       FY 2012 Annual Procurement Plan;

j)       Items to Bid;

k)      Bid Results on Civil Works, and Goods and Services; and

l)       Abstract of Bids as Calculated.

Provide the Information Office a soft copy of your documents for posting in the Candon City Website and update from time to time your documents when needed.
